Specifically, in the pre-emptive stage, inspections on the employment status of each project will be conducted in advance, identified problems will be tracked and resolved, and hidden risks of labor disputes will be nipped in the bud. In the in-process stage, the entire project progress and disbursement of project funds will be supervised, enterprises will be urged to prioritize paying migrant workers' wages to ensure that all wage funds are fully disbursed on time. In the post-incident stage, the intensity of penalties will be increased, the illegal costs for enterprises will be raised, and wage arrears behaviors will be severely punished. These measures effectively enhance Suqian City's "digital" governance capacity for addressing wage arrears, and earnestly safeguard the labor remuneration rights and interests of the vast number of migrant workers.
