一、市域社会治理数字化平台市域社会治理数字化平台以“H”型治理架构为设计核心，覆盖市县乡村网格五级，开发以高效精准指挥（下行事项）、群众诉求办理（上行事项）、与“12345”热线联动（横向联动事项）三项功能为主要内容的社会治理数字化平台。在平台设计阶段，深入基层调研，充分吸纳基层工作人员意见，简化操作难度，优化操作界面。在此基础之上，打造民意诉求办理的“上行”流程，通过“三个闭环”（微事不出格、小事不出村、大事不出乡）、“基层吹哨，部门报到”的运转模式，实现“上行事项”线上运转；聚焦“十四条高速”（党政指挥、党建引领、政法工作、纪检监察、组织工作、宣传工作、统战工作、武装工作、综合协调、经济运行、乡村振兴、城乡建设、交旅文创、品质生活），实现下行事项高效精准指挥；同时，建设基层治理政务云平台及“一标三实”专题库，构建安全、标准的数据体系；设计开发总体态势IOC，辅助城市主官对社会治理相关事项决策分析。二、建设规模从全市统筹出发，布局搭建市级社会治理指挥中心--县（区）社会治理指挥中心--乡镇（街道）社会治理室--村（社区）网格工作站的四级指挥体系。通过数字化的模式将每层的行动主体进行有效联接，实现精细化、现代化治理。三、达成效果市域社会治理数字化平台将实现政府机构运用信息技术对信息资源的获取、加工、整合和传输。通过控制信息流，以数据跑路代替工作人员跑腿，打破时间、空间以及条块分割的制约，为政府行政人员提供高效、优质的一体化管理手段和服务，从而大幅度提高政府行政效率和公众服务水平，产生良好的社会效益。通过提供准确的政务信息资源，将从根本上改变以往各类条块化政务信息采集、处理、传递中的分散、片面、失真、滞后、准确性差等状况，有效提升政府决策的精细化水平。通过统一规划、充分利旧，可以盘活数据资源，减少政府部门信息重复采集建设、节省人力成本、提高信息利用率和时效性，为政府部门的信息分析、利用提供统一交互入口，同时通过搭建功能完整的、性能优良的、可靠性高的共性基础软件，实现服务集成、技术集成、流程集成，为各类智慧城市应用提供从而有效地避免城市多头投资、重复建设、资源浪费等问题，直接降低建设成本。
1. Digital Platform for Municipal Social Governance The Digital Platform for Municipal Social Governance takes the "H-shaped" governance architecture as its core design, covering five levels: municipal, county/district, township (subdistrict), village (community) and grid. It mainly develops three core functions: efficient and precise command (downward matters), handling of mass appeals (upward matters), and horizontal linkage with the 12345 government service hotline (horizontal linkage matters). In the early design stage, in-depth grassroots research was conducted, and opinions from grassroots staff were fully absorbed to simplify operation difficulty and optimize the user interface. On this basis, the "upward" process for handling public appeals was developed, realizing online operation of "upward matters" through the operating mode of "three closed-loop mechanisms" (minor trivial matters resolved within the grid, small matters resolved within the village, major matters resolved within the township) and "Grassroots Call, Department Response". Focusing on the "14 key work sectors" including Party and government command, Party building guidance, political and legal work, discipline inspection and supervision, organizational work, publicity work, united front work, armed forces work, comprehensive coordination, economic operation, rural revitalization, urban and rural development, transportation, tourism, culture and creativity, and quality life, the platform realizes efficient and precise command for downward matters. Meanwhile, a government cloud platform for grassroots governance and a special database for "One Standard and Three Realities" (standardized address, actual population, actual houses and actual units) were built to construct a secure and standardized data system. An overall situation intelligent operation center (IOC) was designed and developed to assist city leaders in decision-making and analysis of social governance-related matters. 2. Construction Scale Starting from overall municipal coordination, a four-level command system was laid out and built: municipal social governance command center, county (district) social governance command center, township (subdistrict) social governance office, and village (community) grid workstations. The platform effectively connects the action subjects at each level through digital modes, realizing refined and modern governance. 3. Achieved Effects The Digital Platform for Municipal Social Governance will enable government agencies to acquire, process, integrate and transmit information resources using information technology. By controlling information flow and replacing staff on-site trips with data circulation, it breaks through constraints of time, space and siloed management, providing efficient and high-quality integrated management tools and services for government administrative personnel, thereby greatly improving government administrative efficiency and public service levels and generating good social benefits. By providing accurate government affairs information resources, it will fundamentally change the problems of decentralization, one-sidedness, distortion, lag and poor accuracy in the collection, processing and transmission of previous siloed government affairs information, effectively improving the refined level of government decision-making. Through unified planning and full utilization of existing resources, it can activate data resources, reduce repeated information collection and construction among government departments, save labor costs, improve information utilization efficiency and timeliness, and provide a unified interactive entry for information analysis and utilization by government departments. At the same time, by building a complete, high-performance and highly reliable common basic software, it realizes service integration, technical integration and process integration, providing support for various smart city applications, effectively avoiding problems such as duplicate urban investment, repeated construction and resource waste, and directly reducing construction costs.
