This dataset deeply empowers the digital governance of rural homesteads by constructing a multi-dimensional dynamic evaluation system, which accurately identifies the development value gradient of rural houses in different locations. It integrates key factors such as spatial location, building conditions and industrial adaptability, providing scientific basis for government departments to formulate differentiated revitalization strategies and effectively reducing the risk of resource misallocation. The model can significantly improve the circulation efficiency of idle rural houses, protect the property rights and interests of farmers, guide standardized participation of social capital, and promote the formation of a closed-loop service chain covering "evaluation - transaction - operation - supervision". By quantifying the cultural inheritance value and ecological premium effect, it promotes the organic integration of historical building protection and green development, provides intelligent decision-making support for cultivating new rural business formats and expanding collective economy, and facilitates the two-way flow of urban and rural factors and the implementation of the rural revitalization strategy. The house code is obtained through special processing of the housing property right number; the regional advantage Ta is obtained through GIS analysis of county-level spatial planning; the building renovation coefficient Na is obtained from the housing inspection report provided by a third party; the industrial adaptability J3 is obtained based on the matching degree with the county's leading industries; the policy dividend value Ma is obtained according to the intensity of preferential policies such as tax and subsidies enjoyed; the demand heat index J1 (times/month) is obtained based on the monthly query volume of rural houses in the same location; the supporting facility maturity S is obtained based on the coverage scores of medical care, education and commercial services; the cultural inheritance value J2 is obtained from additional scores for historical buildings, traditional crafts and other aspects; the ecological premium rate Ht is obtained from the ecological product value accounting of the Ecological Environment Bureau. All collected and aggregated data are normalized through multi-factor processing, and finally calculated by the linear weighting method: Y=(Tax0.3+Na×25)×(J3/100+Ma×0.02)+J1×0.2×S+J2+Ht/100×(Ta+Na×10). The rural housing revitalization potential index of Xiangshan County is finally obtained. For the low development potential interval (<=150), the pre-storage mechanism for rural homesteads can be activated, and the village collective will uniformly manage and maintain the properties to avoid devaluation of idle assets; for the medium development potential interval (150 < x < 240), special subsidies for rural tourism will be matched, rewards will be given per square meter for rural houses renovated into homestays and cultural and creative spaces, the "homestead + industry" bundled development model will be implemented, requiring developers to simultaneously drive the sales of surrounding agricultural products or inherit intangible cultural heritage skills; for the high development potential interval (>=240), a green approval channel will be opened, allowing simultaneous handling of procedures such as planning permission and construction filing, professional operation teams are mandatory to be introduced, and a continuous operation agreement of no less than 5 years must be signed.
