DEMOCRATIZATION AND INCLUSION IN ARGENTINEAN UNIVERSITY: ITS SCOPE DURING THE KIRCHNER GOVERNMENTS (2003-2015)

Abstract: In Argentina, during the administrations of Nestor and Cristina Kirchner (2003-2015), the expansion of opportunities in universities had a central place in government’s agenda. In this paper we intend to explore the scope and limitations of these policies analyzed from the theoretical perspective through democracy and inclusion notions. These policies were put into practice through creation of new institutions -especially those located in the suburbs of Buenos Aires- and direct financial aid programs. These strategies increase educational opportunities and improve its access to the most excluded sectors. Nevertheless, as they are not articulated with policies that address in a complex way the link between socio-economic, institutional and labor market variables, their impact in the reduction of social inequalities has a limited effect.

摘要:在阿根廷内斯托尔·基什内尔与克里斯蒂娜·基什内尔执政时期(2003—2015年),扩大高等教育机会始终是该国政府施政议程的核心关切。本文拟基于民主与包容的理论视角,探析此类政策的实施范围与局限性。此类政策依托新建高等教育机构(尤以布宜诺斯艾利斯郊区院校为典型)与直接财政援助项目得以推行。这些举措确实提升了教育机会总量,并改善了最弱势社会群体的受教育可及性,但由于此类政策未与系统性兼顾社会经济、制度与劳动力市场变量间关联的配套政策相衔接,其在缓解社会不平等方面的实施效果较为有限。
