Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans, RPPs）是国家开展风险预防工作的核心工具，其目标为管控风险区域内的开发活动。 风险预防计划的编制将生成一套由多个子数据集构成的空间数据集。同一风险预防计划所涵盖的空间数据集包含以下内容： — 风险暴露范围； — 计划获批后的受限区域。风险预防计划的相关规定将受限区域划分为三类："建筑禁建区"（俗称"红区"），通用规则为禁止建设活动；"合规要求区域"（俗称"蓝区"），区内项目需根据具体问题类型与灾害类型适配相应管控要求；以及未直接暴露于风险但仍受禁止或约束性要求管控的区域。 本数据集仅作参考用途，仅带有地方行政主管部门审批签章的纸质文件方为正式有效版本。
