全农码大数据平台以数据为抓手、以二维码为标识、以公众服务为目标打造数字乡村发展的四梁八柱。要求以建设农业农村领域统一数据服务入口、实现精准数据管理为目标，依托政务云平台资源打造农业农村大数据平台，建成农业领域专用码，对农业生产经营主体、农产品、农机装备、农田土地等涉农要素赋码管理，贯穿并运行于所有业务应用与场景，实现“一码通行”“一码通办”。Quannong Code Big Data Platform takes data as its core support, uses QR codes as unique identifiers, and targets public services to build the fundamental framework for digital rural development. Aimed at constructing a unified data service portal in the agricultural and rural sectors and realizing precise data management, the platform is developed relying on the resources of government cloud platforms. It will establish exclusive codes for the agricultural sector, and implement code-based management over agricultural-related elements including agricultural production and operation entities, agricultural products, agricultural machinery and equipment, and farmland. These codes will run through all business applications and scenarios, achieving the goals of 'one code for all access' and 'one code for all services'.
