By analyzing the road parking operation status of Linping District, traffic flow changes in specific areas can be predicted, providing data support for urban planners to optimize road network layout, add or adjust parking facilities, and better promote the balance between parking supply and demand to meet citizens' parking needs. (1) Data Collection: Export parking data of each road section in Linping District from the Smart Parking Cloud Platform System of Linping District, Hangzhou. (2) Data Preprocessing: Conduct operations such as data cleaning, removal of invalid data and extreme values. (3) Data Calculation and Processing: Define the following indicators: Berth utilization rate A = Total parking duration (minutes) / (Total number of berths × 24 × 60 minutes) Berth turnover rate B = Total number of parking occurrences / Total number of berths Berth revenue rate C = Total receivable amount (yuan) / Total number of berths Berth verification rate D is pre-included in the exported form. Then, compare the values of A, B, C, D for each road berth with the median values of the corresponding indicators across all berths in Linping District, and calculate the comprehensive score F of road berths using the formula: F = IF(An > MEDIAN(A:A), 1, 0) + IF(Bn > MEDIAN(B:B), 1, 0) + IF(Cn > MEDIAN(C:C), 1, 0) + IF(Dn > MEDIAN(D:D), 1, 0) The value range of F is [0, 4]. (4) Data Application: The comprehensive road berth score F derived from accounting and analysis enables rapid assessment of the operating status of each road berth in Linping District. A higher F value indicates better comprehensive operational performance of the road berth, which should be maintained continuously. A lower F value means the road berth requires more operational optimization, and targeted improvements can be implemented by identifying shortcomings based on the specific values of A, B, C, D.
