Citizen Development: Potential challenges of applying low-code and using SCRUM.

Based on 10 interviews with experts in the field of low-code applications, we were able to identify possible challenges in low-code development for the end user. We were additionally able to examine the extent to which scrum is suitable for a citizen development project or whether any adaptations might be necessary. For this purpose, an explorative approach was chosen and the interviews were conducted in a semi-structured procedure supported by an interview guide. The subsequently transcribed interviews were divided into categories, codes and subcodes based on the procedure according to Kuckartz. In conclusion, companies involved in citizen development must address the challenges identified at an early stage to avoid inefficiencies, long-term risks, and a lack of coordination with IT. SCRUM offers an opportunity to increase the quality of the developed software by standardizing the collaboration. However, particularly the design of the collaboration must be sharpened; otherwise, there is a risk of over-organization, especially in smaller projects.本研究基于对10位低代码应用（Low-code Applications）领域专家的访谈，梳理出面向终端用户的低代码开发可能面临的各类挑战。此外，本研究还考察了Scrum适配公民开发（Citizen Development）项目的适配程度，以及是否需要对其开展针对性调整。为此，本研究采用探索性研究范式，依托标准化访谈提纲，以半结构化访谈流程完成数据采集。后续转录完成的访谈文本，依据Kuckartz提出的编码分析流程，被划分为类别、编码与子编码三级分析体系。综上，参与公民开发的企业需尽早应对本次研究识别出的各类挑战，以规避效率损耗、长期风险以及与IT部门协同不足等问题。Scrum可通过标准化协作流程提升所开发软件的质量，但需重点优化协作机制的设计；否则，尤其在小型项目中，极易出现过度组织化的风险。
