坚持实战需求、民警需要为导向，以“两网两带”建设为基础，围绕运行态 势实时感知、安全管控能力提升、管理服务精准高效工作目标，建设智慧交通大 脑一期工程，通过建设公安交通大数据中心、数据中台以及交通运行监测、实景 指挥调度、信号控制优化、交通诱导发布、勤务管理考核、车辆缉查布控等核心 功能建设，固化预警监测指挥、信号控制优化、信息服务诱导工作机制。同时坚 持边实战边完善、边运行边提升，不断升级完善事故预防、勤务管理、法治监管 等系统功能，计划通过为期两年系统建设，努力建成警务实战性强、民警获得感 高的智慧交通大脑。Adhering to the orientation of actual combat demands and police officers' needs, and taking the construction of "Two Networks and Two Belts" as the foundation, the first phase of the Smart Traffic Brain project will be constructed, focusing on the work objectives of real-time perception of operation status, improvement of safety control capabilities, and accurate and efficient management services. The project will build the public security traffic big data center, data middle platform, and core functions including traffic operation monitoring, real-scene command and dispatch, signal control optimization, traffic guidance release, duty management assessment, vehicle inspection and control, etc., so as to consolidate the working mechanisms of early warning monitoring and command, signal control optimization, and information service guidance. Meanwhile, adhering to the principle of improving while practicing and upgrading while operating, system functions such as accident prevention, duty management and legal supervision will be continuously upgraded and improved. It is planned that after two years of systematic construction, a Smart Traffic Brain with strong actual combat orientation for police work and high sense of gain for police officers will be successfully built.
