On one hand, the construction of an airport must align with the national overall strategic airport layout formulated by the Civil Aviation Administration, while also taking into account multiple factors such as natural environmental conditions including topography, climate, and water quality at the construction site, the economic and social development status of the host city, and international considerations related to air route planning. On the other hand, owing to the high construction and operational costs of airports, which impose stringent requirements on passenger and cargo flows as well as supporting transportation and public infrastructure, airports can reflect, to a certain extent, the comprehensive economic strength and public infrastructure construction level of the city where the airport is situated.
