Business Improvement Districts

An organizational petition shall be signed by persons who own real or personal property in the service areaof the district having an assessed value of not less than 50% of the assessed value of all real and personal property in the district, and who own at least 50% of the acreage in the district as filed in the City Clerk and City Council offices.City Council approves the petition by ordinance, organizing the BID and defining the boundaries组织请愿书需由同时满足下述两项条件的产权人签署：其一，该产权人在该区域服务区内拥有的不动产（real property）与动产（personal property）的评估价值（assessed value），不低于本区域内全部不动产及动产总评估价值的50%；其二，该产权人所拥有的、已在市书记员办公室及市议会办公室备案的该区域占地面积（acreage），不低于该区域总占地面积的50%。市议会将通过条例（ordinance）批准该请愿书，以此组建商业改善区（Business Improvement District，BID）并划定其边界。
