Percentage of students completing lower secondary education who achieve at least a minimum proficiency level in reading. It is calculated by dividing the number of students at lower secondary education in a given year who meet or exceed the minimum proficiency standard in reading by the total number of students at that stage of education, expressed as a percentage.
