Visual Distress Benchmark Release Bundle

An anonymized benchmark dataset accompanying the preprint "Seeing Neglect: Measuring the Predictive Value of Public Aerial and Street-Level Imagery for Property Code Violations."

The bundle includes labels, benchmark split metadata, coarse timing and jurisdiction fields, public-record provenance metadata, and model scores used to reproduce aggregate benchmark tables. It covers matched cross-sectional and temporal prediction benchmarks for property code-enforcement signals in several Florida jurisdictions.

Raw imagery is not redistributed. The release removes parcel identifiers, addresses, coordinates, STRAP/folio IDs, owner names, image URLs, and geometries. Example IDs and pair IDs are salted hashes for stable joins within this bundle only.

The labels are noisy public-record proxies and should not be used for enforcement decisions, tenant screening, credit, insurance, lending, eligibility decisions, or individual property scoring.
