<b>Research on the Measurement and Countermeasures of Regional Industrial Synergy Development: Take "One Region, Two Clusters" in Chongqing as an Example</b>

Planning a region to serve a broader context involves promoting industrial synergy between the "one region, two clusters," which is crucial for fostering coordinated regional development in Chongqing. This paper employs the composite system synergy model, location entropy, and other methods to systematically analyze the orderliness of industrial subsystems and the level of industrial synergy development in Chongqing's "one region, two clusters," a typical "dual economic structure." The findings indicate the following: (1) The orderliness and development levels of industrial systems in the three regions exhibit significant differences. (2) The level of industrial synergy within the "one region, two clusters" composite system is unstable, having reached a low point in 2020, with considerable potential for improvement. (3) There are notable industrial isomorphisms and unreasonable industrial divisions within the "two clusters." However, the nine districts of the main city and neighboring regions within the "one region" can form complementary advantages. Consequently, it is recommended to enhance unified planning and guidance, leverage comparative advantages, and strengthen cross-regional cooperation to promote the coordinated development of Chongqing Municipality.
