This paper proposes the Smart Urban Digital Twin Network (SUDTN), an integrated architecture combining 6G wireless communication and Digital Twin (DT) networking for next-generation smart city management. The framework synchronises physical urban assets such as traffic systems, healthcare networks, energy grids, and IoT devices with real-time digital replicas through a three-layer design: LoRa-based sensing, federated DT fabric, and AI-driven intelligence. Three core innovations drive the system the Federated Digital Twin Consensus Algorithm (FDTCA) for privacy-preserving synchronisation (ε = 0.48, latency < 0.5 ms), an ANE-GCN navigation engine (94.7% traffic prediction accuracy), and a PWRR 6G scheduler (48.7 Gbps throughput) collectively delivering a 39.5% improvement in DT synchronisation error, 38.2% reduction in IoT energy consumption, and 31% faster emergency response over existing 5G-based baselines, validated across 1.2 million simulated IoT nodes.
