以公民身份号码为基础，基于密码算法生成的数字标记，用于提供数字服务时识别用户身份，包括电子身份证、电子签名、数字证书等电子凭证及相关业务数据。在网格化社会治理工作中，通过区块链技术联盟链的特性，建立政府多职能部门共同组成点对点可信网络，实现可信任网格采集数据、户籍数据、网格基础数据的互连互通，实现资源共享，除此以外，区块链技术赋予不同空间的数字身份的多重功能，依据场景的不同，形成“自证+他证”交叉验证的数字身份认证模式，延伸出不同的数据+权限+信息的汇集，建立新时代下的数字身份应用体系和应用场景。
