临平区专精特新企业以研发能力强及科技含量高的高新技术企业为主，但制约企业发展壮大的很重要因素就是企业的持续创新能力，通过对企业上一年度创新成果的统计，赋分计算出其持续创新能力指数，反应该企业的持续创新能力，根据其持续创新能力指数的高低，针对性的进行工作改进及制定相关政策。数据算法规则如下：1、数据采集：以临平区专精特新企业作为数据个体，通过专利局系统，对应每个专精特新企业的现有发明专利数量、2022年新增发明专利授权数量、2022年新增发明专利申请、2022年新增实用新型授权和2022年新增外观设计专利授权进行数据统计。2数据处理：汇总后得到相关新增专利数据，按照新增发明专利授权1件赋分为10分，新增发明专利申请1件赋分8分，新增实用新型授权1件赋分4分以及新增外观设计专利权授权1件赋分2份的规则，算出其持续创新能力指数。3、数据应用：通过其持续创新能力指数的高低，可以反应该企业在上一年度专利的研发投入情况、研发能力水平及产品更新迭代速度等持续创新能力，可针对性的提出改进措施及制定相关政策。
The SRDI (Specialized, Refined, Differentiated and Innovative) enterprises in Linping District are mainly high-tech enterprises with strong R&D capabilities and high technological content. However, the most critical factor restricting the growth and expansion of these enterprises is their sustained innovation capability. By counting the innovation achievements of the previous year and calculating scores to derive their sustained innovation capability index, which reflects the enterprises' sustained innovation capabilities, targeted work improvements and relevant policy formulation can be carried out based on the level of their sustained innovation capability index. 1. Data Collection: Take the SRDI enterprises in Linping District as the data subjects. Collect statistics via the Patent Office system on the number of existing invention patents, the number of newly granted invention patents in 2022, the number of newly filed invention patent applications in 2022, the number of newly granted utility model patents in 2022, and the number of newly granted design patents in 2022 for each SRDI enterprise. 2. Data Processing: Summarize the collected newly added patent data, and calculate the sustained innovation capability index according to the following scoring rules: 10 points for each newly granted invention patent, 8 points for each newly filed invention patent application, 4 points for each newly granted utility model patent, and 2 points for each newly granted design patent. 3. Data Application: The level of the sustained innovation capability index can reflect the enterprises' sustained innovation capabilities such as their R&D investment in patents in the previous year, R&D capability level, and product renewal and iteration speed. Targeted improvement measures and relevant policies can thus be formulated based on this index.
