By integrating real-time meteorological data, traffic flow, pavement conditions, and historical operational data, a data-driven traffic capacity evaluation model is developed. The model adopts a multi-dimensional analytical approach to quantify the effects of weather conditions such as rainfall, snowfall, and icing on vehicle travel speed, traffic density, and road segment traffic efficiency, and generates intuitive traffic capacity evaluation results, providing scientific decision-making support for road management agencies.
