淹水潛勢圖是經設計降雨情境、特定水文地文條件及水理模式演算，模擬防洪設施於正常運作下可能的淹水情形。淹水潛勢圖之內容包含透過降雨組體圖說明設計降雨情境、依據不同淹水深度級距以不同顏色標示該淹水深度之範圍、使用限制說明。淹水潛勢圖係為預先掌握災害風險而產製，目前淹水潛勢圖無法模擬未來颱洪事件的降水歷程與淹水狀況，故產製時係依據水文分析之結果，設定不同之降雨量及降雨歷程，其僅供災前防汛整備應變。淹水潛勢圖產製過程中需考量與假設的變因眾多，而時空解析度與複雜度對於產出成果有重大影響，故結果具不確定性。依據水災潛勢資料公開辦法規定，淹水潛勢圖僅供防災相關業務使用，不得援引作為土地使用管制或土地開發限制的判定依據。依據災害防救法規定，災害潛勢圖資應5年更新一次，故有效期限視為5年。淹水潛勢圖資之空間限制係依據每一次淹水潛勢更新工作之模式建構範圍，模式範圍內之區域即為淹水潛勢圖註釋之區域。淹水潛勢圖可供地方政府作為災害防救計畫研擬的參考依據，並進一步加值為鄉鎮層級防災地圖，以提供離災與減災的重要資訊。此外，亦提供相關防救災資訊系統與應用服務平台，進行防災業務相關的介接與應用。A Flood Potential Map is developed through calculations based on designed rainfall scenarios, specific hydrological and geomorphological conditions, and hydrological models, to simulate possible flood situations when flood control facilities are operating normally. The content of a Flood Potential Map includes illustrating the designed rainfall scenarios via rainfall composite maps, marking the extent of each flood depth class with distinct colors, and providing explanations of usage restrictions. Flood Potential Maps are created to pre-identify disaster risks. Currently, they cannot simulate the precipitation processes and flood conditions of future typhoon and flood events. Therefore, during the development phase, different rainfall amounts and durations are set based on the results of hydrological analyses, and the maps are only intended for pre-disaster flood prevention preparedness and response. The development of Flood Potential Maps involves numerous considered and assumed variables, and both spatial-temporal resolution and complexity have significant impacts on the final outputs, leading to inherent uncertainties in the results. Pursuant to the Regulations for the Disclosure of Flood Disaster Potential Data, Flood Potential Maps are only for use in disaster prevention-related operations, and shall not be cited as the basis for land use regulation or land development restriction decisions. Pursuant to the Disaster Prevention and Relief Act, disaster potential map data shall be updated every 5 years, so the valid period of such maps is deemed to be 5 years. The spatial constraints of Flood Potential Map data are determined by the model construction scope of each flood potential update project; the areas within the model scope are the regions annotated on the Flood Potential Maps. Flood Potential Maps can serve as a reference for local governments when formulating disaster prevention and relief plans, and can be further enhanced to become township-level disaster prevention maps, providing critical information for evacuation and disaster mitigation. In addition, they can be integrated and applied in relevant disaster prevention and relief information systems and application service platforms for disaster prevention-related operations.
