数据包中主要包括了专利数据库中有关浙江省内企业申请的中低压电力边缘智能产业的发明专利数据、实用新型专利数据,并根据自有算法对专利数据进行了评价和分类,可用于横向、纵向了解浙江省中低压电力边缘智能产业各企业专利数据变化情况,有助于了解浙江省企业在中低压电力边缘智能产业的知识产权工作成果;通过对各企业中低压电力边缘智能关键技术专利数据的对比,可了解各企业的技术创新能力、创新水平差异;了解相关产业的技术发展趋势,有助于企业避免重复研发,避免企业开发的技术侵犯他人的知识产权。1.数据采集:通过检索网站对领域专利进行采集。2.数据处理:通过专利著录信息,分别形成专利技术价值(TVD)、法律价值(LVD)、市场价值(MVD)、战略价值(SVD)、经济价值(EVD),其中LVD从地域、权利、时间保护范围、法律稳定性等方面共17个指标进行归一化处理;TVD从技术独立性、先进程度、应用广度、应用前景等共14个指标进行归一化处理;SVD从专利防御价值、进攻价值、影响力价值等共15个指标进行归一化处理;MVD从专利实施、许可、质押、转让、判决情况等共16个指标进行归一化处理;上述指标均根据各指标的影响力,分别利用层次分析法进行量化评估,经一致性检验,得到综合评分,满分100分;EVD综合专利剩余有效期、《“十三五”国民经济行业(门类)专利实施许可统计表》中所属领域专利实施许可费计算专利估值,然后采用等级赋分制归一化处理,满分100分。最后,采用公式PVD=α×LVD+β×TVD+γ×EVD+δMVD+εSVD,α,β,γ,δ,ε是权重,且α+β+γ+δ+ε=1,综合计算专利价值(PVD)。3.数据应用:以PVD得分(<67分,67~70分,≥70分),实现专利价值分类。

The dataset mainly includes invention patent and utility model patent data related to the medium-voltage and low-voltage power edge intelligence industry, applied for by enterprises in Zhejiang Province, sourced from the patent database. The patent data is evaluated and classified using a self-developed algorithm, which can be used to gain horizontal and vertical insights into the changes in patent data of enterprises in the medium-voltage and low-voltage power edge intelligence industry in Zhejiang Province, and helps understand the intellectual property work achievements of Zhejiang enterprises in this industry. By comparing the patent data of key technologies in the medium-voltage and low-voltage power edge intelligence industry across different enterprises, the differences in technological innovation capabilities and innovation levels of each enterprise can be revealed. It also helps understand the technological development trends of the relevant industry, enabling enterprises to avoid redundant R&D and intellectual property infringement caused by their developed technologies. 1. Data Collection: Patents in this field are collected via specialized retrieval websites. 2. Data Processing: Based on the patent bibliographic information, five patent value dimensions are established respectively: Technical Value of Patents (TVD), Legal Value of Patents (LVD), Market Value of Patents (MVD), Strategic Value of Patents (SVD), and Economic Value of Patents (EVD). - LVD is normalized based on 17 indicators covering regional coverage, rights scope, time protection range, legal stability, and other aspects; - TVD is normalized based on 14 indicators including technical independence, technological advancement, application breadth, application prospects, and other aspects; - SVD is normalized based on 15 indicators such as patent defensive value, offensive value, and influence value; - MVD is normalized based on 16 indicators such as patent implementation, licensing, pledge, transfer, and litigation results; All the above indicators are quantitatively evaluated using the Analytic Hierarchy Process (AHP) based on their respective influence weights, and a comprehensive score is obtained after consistency test, with a full score of 100. - EVD calculates the patent valuation based on the remaining validity period of patents and the patent implementation license fees of the corresponding field in the *Statistical Table of Patent Implementation Licenses for National Economic Industries (Categories) during the 13th Five-Year Plan Period*, then normalizes it using a grading scoring system with a full score of 100. Finally, the comprehensive Patent Value (PVD) is calculated using the formula: PVD = α×LVD + β×TVD + γ×EVD + δ×MVD + ε×SVD, where α, β, γ, δ, ε are weights satisfying α+β+γ+δ+ε=1. 3. Data Application: Patents are classified into three categories based on their PVD scores: <67 points, 67–70 points, and ≥70 points.
