国家移民管理局依法将89名从事跨境赌博、电信网络诈骗人员护照宣布作废

近日，国家移民管理局重拳整治跨境赌博、电信网络诈骗违法犯罪活动，依法将89名跨境从事涉赌涉诈活动人员所持护照宣布作废，并限制其三年内不准出境。 新冠肺炎疫情发生以来，国家移民管理局认真贯彻“外防输入”部署要求，及时适度调整出入境政策，引导中国公民非必要非紧急不出境，社会各界普遍理解支持，中国公民出境数量大幅下降。但仍有一些人员受不法组织蒙骗或受各种利诱，以旅游、务工为名赴东南亚国家从事跨境赌博、电信网络诈骗等违法犯罪活动，严重侵害我公民财产安全，并衍生绑架、勒索、涉黑涉恶等恶性犯罪，威胁我经济安全和社会稳定，损害我国家形象。对此，国家移民管理局会同公安国际合作、刑侦、治安等部门，主动加强与有关国家移民部门的执法合作，依法加大出入境管控力度。此次被采取限制出境措施人员中，部分人员为公安机关立案侦查的犯罪嫌疑人，部分人员为因非法居留、非法就业被其他国家遣返人员，部分人员为从西南边境非法出境被抓获人员。 国家移民管理局提醒，网络空间不是法外之地，境外也不是违法犯罪分子的天堂。国家移民管理机构对参与跨境赌博、电信网络诈骗的违法犯罪分子始终保持“零容忍”，一旦触碰法律红线，一律依法从严从重处理，并依法限制出境。为保护个人生命安全和身体健康，希望广大群众认真落实国家疫情防控要求，坚决做到非必要非紧急不出境，更不要轻易相信互联网上所谓“红颜知己”的花言巧语和不法分子精心编织的出国“暴富梦”，否则不仅会危害个人利益和人身安全，而且极易被胁迫成为违法犯罪分子的帮凶，走向违法犯罪深渊，面临法律严惩。
Recently, the National Immigration Administration has launched a heavy-handed crackdown on illegal and criminal activities including cross-border gambling and telecommunications and online fraud, and legally invalidated the passports held by 89 individuals who engaged in gambling or fraud-related cross-border activities, while imposing a three-year exit ban on them. Since the outbreak of the COVID-19 pandemic, the National Immigration Administration has earnestly implemented the deployment requirements of "preventing external input", timely and appropriately adjusted the entry-exit policies, and guided Chinese citizens to refrain from going abroad unless necessary or for urgent purposes. This move has been widely understood and supported by all sectors of society, and the number of outbound trips by Chinese citizens has dropped significantly. However, some individuals have been deceived by illegal organizations or lured by various incentives, traveling to Southeast Asian countries under the pretext of tourism or work to engage in illegal and criminal activities such as cross-border gambling and telecommunications and online fraud. These acts have severely endangered the property safety of Chinese citizens, spawned malignant crimes including kidnapping, extortion, and gang-related crimes, threatened China's economic security and social stability, and damaged China's national image. In response to these issues, the National Immigration Administration, together with departments of the Ministry of Public Security such as International Cooperation, Criminal Investigation, and Public Security Management, has actively strengthened law enforcement cooperation with immigration authorities of relevant countries, and intensified entry-exit control efforts in accordance with the law. Among those who have been subject to exit restriction measures, some are criminal suspects under investigation by public security organs, some are individuals repatriated by other countries for illegal residence or employment, and some are people caught while illegally exiting from China's southwest border areas. The National Immigration Administration reminds that cyberspace is not a haven outside the law, and overseas is not a paradise for lawbreakers and criminals. National immigration authorities have always maintained a "zero-tolerance" stance towards criminals involved in cross-border gambling and telecommunications and online fraud; anyone who crosses the legal red line will be dealt with severely in accordance with the law, and their exit will be restricted. To protect personal lives, safety and health, the general public is urged to earnestly implement the national epidemic prevention and control requirements, and resolutely refrain from going abroad unless necessary or for urgent purposes. Furthermore, people should not easily believe the sweet talk of so-called "confidantes" on the internet or the "get-rich-quick" overseas dreams carefully woven by criminals. Otherwise, they will not only endanger their own personal interests and safety, but also be easily coerced into becoming accomplices of criminals, falling into the abyss of illegal and criminal activities and facing severe legal penalties.
