1.外傘頂洲為台灣最大砂洲,亦是雲嘉海岸之天然屏障,然因河川輸砂量減少、鄰近海埔地與離島工業區開發等複雜因素,導致該區域海岸砂源減少,再者東北季風及長期波流作用,致使外傘頂洲存在侵蝕退縮等問題,造成雲嘉沿海地區之天然屏障逐漸消失,人民之生命財產將遭受嚴重之威脅,故構思侵退防治之對策乃刻不容緩。 2.考量海岸環境敏感性與避免造成不可逆之影響,外傘頂洲相關防治工作需謹慎評估,爰掌握海岸基礎環境資料與了解海岸侵蝕機制為首要,配合國家長期發展需求,進一步研擬海岸環境整體防護對策。 3.本院於今(109)年度進行「雲嘉海岸(外傘頂洲)侵退防治研究委託專業服務案」,著手蒐整往昔外傘頂洲相關調查與研究文獻資料,已完成分析該區域海岸基礎資料,評估地形變遷之重要因子以建立長期海岸地形變遷計算模式,預測未來地形變化以研討防護策略方案。
1. Waishan Dingzhou is the largest sandbar in Taiwan and serves as a natural barrier for the Yunlin-Jiayi coastal region. However, complex factors including reduced fluvial sediment supply, coastal reclamation and development of adjacent offshore industrial zones have led to a decline in coastal sediment sources in this area. Moreover, the combined effects of the northeast monsoon and long-term wave-current interactions have triggered issues such as erosion and retreat of Waishan Dingzhou. As a consequence, the natural barrier of the Yunlin-Jiayi coastal area is gradually disappearing, posing a severe threat to the lives and property of local residents. Therefore, it is imperative to develop countermeasures for erosion and retreat control without delay.
2. Considering the sensitivity of the coastal environment and the need to avoid irreversible impacts, relevant control works for Waishan Dingzhou must be assessed prudently. The top priority is to obtain basic coastal environmental data and clarify the mechanisms of coastal erosion. In alignment with the national long-term development needs, comprehensive coastal environmental protection countermeasures shall be further formulated.
3. In the 109th fiscal year, our institute undertook the commissioned professional service project titled "Erosion and Retreat Control Research of Yunlin-Jiayi Coast (Waishan Dingzhou)". We first collected and organized past survey and research literature related to Waishan Dingzhou, completed the analysis of basic coastal data of the area, evaluated key factors driving topographic changes to establish a long-term coastal topographic change calculation model, and predicted future topographic variations to discuss and develop protection strategy plans.
