对区域内高新技术企业进行综合评价有助于得企业进行全面的了解的，判断其在市场上的价值，可以帮助高新技术企业更好地了解自身的科技创新能力和发展潜力，从而调整和完善自身的科技创新战略和经营策略，提高企业的竞争力和市场占有率。1、数据采集：通过第三方平台软件，企查查等对高新技术企业数据进行采集； 2、数据处理：对采集到的原始数据进行处理，通过去除重复和有缺失的数据，对数据进行清理分类。3、数据计算：对企业信息分：企业规模、研发能力、竞争力、成长力四个维度进行评价，注册资金：5000万及以上10分，1000万及以上8分，500万及以上4分，500万以下2分；注册时间：10年及以上10分，5年及以上6分，5年以下2分；员工人数：1000人及以上10分，300人及以上8分，20人及以上6分，20人以下2分；企业规模为注册资金、注册时间、员工人数三项得分之和，最高得分30分；研发能力=∑各项专利数 * 对应权重，各类专利主观确定权重，最高得分40分；竞争力=∑各项指标数 * 对应权重，主观确定权重，以体系认证、国标、行标、团标、企标、商标、行政处罚为指标，最高得分20分；成长力=∑各项指标数 * 对应权重，主观确定权重，以招投标、动产抵押、购地为指标，最高得分10分；评价总分为四个维度分数之和。
Comprehensive evaluation of high-tech enterprises in a region helps gain a holistic understanding of these enterprises and assess their market value. It enables high-tech enterprises to better grasp their own technological innovation capabilities and development potential, thereby adjusting and optimizing their technological innovation strategies and business tactics to enhance corporate competitiveness and market share. 1. Data Collection: Collect data of high-tech enterprises via third-party platform software such as Qichacha. 2. Data Processing: Process the collected raw data by removing duplicate and incomplete records, and conduct data cleaning and classification. 3. Data Calculation: Evaluate enterprise information from four dimensions: enterprise scale, R&D capability, competitiveness, and growth potential: - Registered capital: 10 points for ≥50 million RMB, 8 points for ≥10 million RMB, 4 points for ≥5 million RMB, and 2 points for less than 5 million RMB; - Registration time: 10 points for ≥10 years, 6 points for ≥5 years, and 2 points for less than 5 years; - Number of employees: 10 points for ≥1000 employees, 8 points for ≥300 employees, 6 points for ≥20 employees, and 2 points for less than 20 employees; The enterprise scale score is the sum of the scores of registered capital, registration time and number of employees, with a maximum score of 30. R&D capability = Sum of (number of each type of patent × corresponding weight). The weights of different patent types are determined subjectively, with a maximum score of 40. Competitiveness = Sum of (each indicator value × corresponding weight), with weights determined subjectively. The indicators include system certifications, national standards, industry standards, group standards, enterprise standards, trademarks and administrative penalties, with a maximum score of 20. Growth potential = Sum of (each indicator value × corresponding weight), with weights determined subjectively. The indicators include bidding and tendering, chattel mortgage and land purchase, with a maximum score of 10. The total evaluation score is the sum of the scores of the four dimensions.
