数据包中主要包括了专利数据库中有关中国国内大专院校申请的玻璃纤维行业的发明专利数据、实用新型专利数据,并根据自有算法对专利数据进行了评价和分类,可用于横向、纵向了解中国玻璃纤维行业各大专院校专利数据变化情况,有助于了解中国大专院校在玻璃纤维行业的知识产权工作成果;通过对各大专院校玻璃纤维专利数据的对比,可了解各大专院校的技术创新能力、创新水平差异;了解相关产业的技术发展趋势,有助于大专院校避免重复研发,避免大专院校开发的技术侵犯他人的知识产权。1.数据采集:通过检索网站对领域专利进行采集。2.数据处理:通过专利著录信息,分别形成专利技术价值(TVD)、法律价值(LVD)、市场价值(MVD)、战略价值(SVD),其中LVD从地域、权利、时间保护范围、法律稳定性等方面共17个指标进行归一化处理;TVD从技术独立性、先进程度、应用广度、应用前景等共14个指标进行归一化处理;SVD从专利防御价值、进攻价值、影响力价值等共15个指标进行归一化处理;MVD从专利实施、许可、质押、转让、判决情况等共16个指标进行归一化处理;上述指标均根据各指标的影响力,分别利用层次分析法进行量化评估,经一致性检验,得到综合评分,满分100分。最后,采用公式PVD=α×LVD+β×TVD+δ×MVD+ε×SVD,α,β,δ,ε是权重,且α+β+δ+ε=1,综合计算专利价值(PVD)。3.数据应用:以PVD得分(<65分,一般;≥65分,较高),实现专利价值分类。
The dataset mainly includes invention patent data and utility model patent data related to the glass fiber industry applied by domestic Chinese colleges and universities from the patent database. It evaluates and classifies the patent data using a self-developed algorithm, which can be used to horizontally and vertically understand the changes of patent data of various colleges and universities in China's glass fiber industry, and helps to grasp the intellectual property work achievements of Chinese colleges and universities in the glass fiber industry.
By comparing the glass fiber patent data of different colleges and universities, one can understand the differences in their technological innovation capabilities and innovation levels. Additionally, grasping the technological development trends of the relevant industry helps colleges and universities avoid redundant R&D and the risk of infringing others' intellectual property rights with their developed technologies.
1. Data Collection: Collect domain-specific patents via retrieval websites.
2. Data Processing: Based on patent bibliographic information, four patent value metrics are established respectively: Technical Value (TVD), Legal Value (LVD), Market Value (MVD), and Strategic Value (SVD).
- For LVD, normalization processing is conducted based on 17 indicators including regional coverage, rights scope, time protection period, and legal stability;
- For TVD, normalization processing is conducted based on 14 indicators including technological independence, advancement level, application breadth, and application prospect;
- For SVD, normalization processing is conducted based on 15 indicators including patent defensive value, offensive value, and influence value;
- For MVD, normalization processing is conducted based on 16 indicators including patent implementation, licensing, pledge, transfer, and litigation outcomes.
All the above indicators are quantitatively evaluated using the Analytic Hierarchy Process (AHP) based on their respective influence weights, and a comprehensive score out of 100 is obtained after consistency test. Finally, the Patent Value (PVD) is comprehensively calculated using the formula: PVD = α×LVD + β×TVD + δ×MVD + ε×SVD, where α, β, δ, ε are weights satisfying α+β+δ+ε=1.
3. Data Application: Classify patent values based on the PVD score: <65 points = general; ≥65 points = relatively high.
