China’s strategic approach to industrial upgrades

Industrial policy drives industrial upgrades and contributes to economic growth, then empowers social mobility and dynamics through improving technology and the environment. In China's economic growth path, advanced manufacturing plays a significant role in industrial upgrades. However, external challenges and internal imbalances impede its development. Thus, it is critical to study strategic approaches to promoting independent innovation and fostering industrial transformation. This research mainly attracts attention to the new semantics in "Report on the Work of the Government (2024)" and evaluates its impacts. By analysing essential policy contents, this research identifies the trends and impacts of China's industrial policy on manufacturing improvement toward innovation and high-quality development. It seeks to investigate the causal relationship between policy interventions and industrial upgrades. Furthermore, it contributes to understanding how strategic governance can drive industry transformation and sustainable development.This paper adopts a comprehensive literature review to investigate the effectiveness of existing policy. It aims to provide valuable insights for practitioners and academic researchers in the manufacturing sector by analysing the evolution of industrial policies and their practical implications. Ultimately, the study expects findings to highlight the necessity for continuous industrial policy adaptation to address challenges and support China's long-term industrial aspirations.
