Municipalities with Overburdened Communities under the NJ EJ Law (Current)

“Overburdened community” means any census block group, as determined in accordance with the most recent United States Census, in which: (1) at least 35 percent of the households qualify as low-income households; (2) at least 40 percent of the residents identify as minority or as members of a State recognized tribal community; or (3) at least 40 percent of the households have limited English proficiency. Section 3 of the New Jersey Environmental Justice Law N.J.S.A. 13:1D-159 requires the NJDEP to “notify a municipality if any part of the municipality has been designated an overburdened community pursuant to this act”. This data identifies municipalities that have a block group or Tribal Area meeting the census criteria for an Overburdened Community. This dataset is the most current version of the Municipalities with Overburdened Communities under the New Jersey Environmental Justice Law.“负担过重社区（Overburdened Community）”指依据最新美国人口普查界定的任一人口普查区块组，且满足以下任一条件：(1) 至少35%的家庭属于低收入家庭；(2) 至少40%的居民为少数族裔或州认可的部落社区成员；(3) 至少40%的家庭存在英语能力有限的情况。新泽西州《环境正义法》第3条（N.J.S.A. 13:1D-159）要求新泽西州环境保护部（NJDEP）“若该市镇的任何区域被依据本法认定为负担过重社区，需通知该市镇”。本数据集用于识别那些辖有符合普查认定的负担过重社区标准的区块组或部落区域的市镇。本数据集为新泽西州《环境正义法》框架下“辖有负担过重社区的市镇”的最新版本。
