This shows how municipal waste management is organised. Waste management can be carried out in 1 = Own municipal administration, 2 = Municipal association, 3 = Joint Board, 4 = Own company or 5 = Co-owned company. Joint Board refers to the collaboration of waste management between two or more municipalities in a joint board. A jointly owned company means if two or more municipalities have transferred waste management to a company that is responsible for operations. Some municipalities work together on certain parts of waste management, such as the treatment of waste. These are not included in the statistics for jointly owned companies.本数据集展示了城市废弃物管理的组织模式。废弃物管理可划分为以下五类实施模式：1=自有市政管理(Own municipal administration)，2=市政协会(Municipal association)，3=联合委员会(Joint Board)，4=自有企业(Own company)，5=合营企业(Co-owned company)。其中，联合委员会指两个及以上市政当局通过联合委员会开展废弃物管理合作的模式；合营企业指两个及以上市政当局将废弃物管理职能移交至专门负责日常运营的企业的合作模式。部分市政当局仅在废弃物管理的特定环节（如废弃物处理环节）开展协同合作，此类合作未被纳入合营企业的统计范畴。
