按地市县（区）调研评测当地小微园区运营质量情况，数据分析形成小微园运维能力图谱，提供经信部门对小微园考虑依据，依据浙江省小微企业园绩效评价试行办法进行评级，同时收集园区所在企业的规模、营收、获得的荣誉等基本信息对小微企业的发展进行全面了解，为当地经信政策发布、考核、小微企业发展情况提供全面、精准的报告依据，为金华小微企业园建设运维质量提供数据支撑1、数据采集：金华全市小微园，3269家入园企业陆续走访诊断调研评测产生数据。 2、评级说明: A类为重点发展类;B类为鼓励提升类;C类为帮扶整治类;D类为淘汰关停类； 3、算法要点：按照评分分数排名进行评级，其中总数量前20%为A档，30%为B档，后续45%左右为C档，5%为D 档。 4、评分算法规则： 1）亩均税收权重28分，得分=亩均税收/基数×28,最高不超过基本分1.5倍; 2) 亩均产出权重20分，得分=亩均产出/基数×20,最高不超过基本分1.5倍; 3）企业培育权重37家，规上企业和限额以上服务业企业数比例达到10%以上，得基本分5分，每增加5%，加2分，最多不超过15分。当年度每新增规上企业或限额以上服务业企业1家得3分，最多不超过9分; 4）高端要素集聚权重15分，当年度园区企业新增高新技术企业数量每1个得1分，新增创新型中小企业和省专精特新中小企业每1家得1分，新增专精特新“小巨人”和隐形冠军企业每1家得1分，新增主导企业每1家得0.5分，最高得分不超过4分。 5）其他绩效指标（加分项）主导产业集聚度达到60%的加3分，每增加5%，加1分，总分最高不超过8分
This dataset conducts research, evaluation and on-site diagnosis on the operational quality of local small and micro enterprise parks at the prefecture, county and district levels. Data analysis is performed to generate an operation and maintenance capability map of the parks, providing decision-making reference for the local Department of Economy and Information Technology when managing and evaluating SME parks. The rating of the parks is conducted in accordance with the Trial Measures for Performance Evaluation of Small and Micro Enterprise Parks in Zhejiang Province. Meanwhile, basic information of enterprises in the parks, including their scale, operating revenue, honors and other relevant details, is collected to gain a comprehensive understanding of the development status of local small and micro enterprises. This dataset provides comprehensive and accurate reference basis for local economic and information technology policy issuance, performance assessment and analysis of small and micro enterprise development, and offers solid data support for the construction and operational quality improvement of Jinhua's small and micro enterprise parks. 1. Data Collection: Data is generated through consecutive visits, on-site diagnosis, research and evaluation of 3,269 enterprises in all small and micro enterprise parks across Jinhua City. 2. Rating Instructions: Category A refers to Key Development Parks; Category B refers to Encouraged Improvement Parks; Category C refers to Supported Rectification Parks; Category D refers to Elimination and Shutdown Parks. 3. Algorithm Overview: Ratings are assigned based on the total score ranking of all parks. Specifically, the top 20% of the total number of parks fall into Category A, 30% into Category B, approximately 45% into Category C, and the remaining 5% into Category D. 4. Scoring Algorithm Rules: 1) Tax per Mu: Weighted 28 points. The score is calculated as (Tax per Mu / Base Value) × 28, with the maximum score not exceeding 1.5 times the basic score. 2) Output per Mu: Weighted 20 points. The score is calculated as (Output per Mu / Base Value) × 20, with the maximum score not exceeding 1.5 times the basic score. 3) Enterprise Cultivation: Weighted 37 points. If the proportion of large-scale enterprises and service enterprises above designated size reaches 10% or higher, the basic score of 5 points will be granted. An additional 2 points will be awarded for every 5% increase in the proportion, with the maximum score capped at 15 points. An additional 3 points will be given for each newly added large-scale enterprise or service enterprise above designated size in the current year, with the maximum score not exceeding 9 points. 4) High-end Element Agglomeration: Weighted 15 points. For each newly added high-tech enterprise among the park's enterprises in the current year, 1 point will be awarded; 1 point for each newly added innovative small and medium-sized enterprise and provincial-level "specialization, refinement, differentiation and innovation (SRDI)" small and medium-sized enterprise; 1 point for each newly added "little giant" enterprise with SRDI features and hidden champion enterprise; 0.5 points for each newly added leading enterprise. The total score for this item shall not exceed 4 points. 5) Other Performance Indicators (Bonus Items): If the leading industry agglomeration degree reaches 60%, 3 points will be added. For every 5% increase in the agglomeration degree, 1 additional point will be awarded, with the total bonus score capped at 8 points.
