Title: The Causal Informational Foundations of Quantum Mechanics (CET Ω Framework)

We introduce the CET Ω (Causal-Informational Completion of the Universe) framework, which provides a causal and informational foundation for quantum mechanics. The theory replaces non-local wavefunction collapse with retarded, spectrally-positive, entire kernels that ensure causal propagation, positivity, and unitarity. Within this formalism, quantum superposition, interference, and decoherence emerge as causal informational overlaps in a texonic network, yielding a fully covariant and falsifiable model that reproduces standard quantum predictions in the local limit. The paper establishes the mathematical basis, the causal-informational ontology, and explicit reconstruction of quantum dynamics from first principles.
