The major aims of this study are that exploring the baseline values of PM<sub>2.5</sub> in 31 provinces in China using the cumulative frequency curve method. Then, the provinces are classified according to the relationship between baseline values, monitoring values and standard values. Finally, the PM<sub>2.5</sub> hierarchical management strategy is proposed for the three types of provinces obtained.
