星海·经济运行监测大数据围绕“宏观-中观-微观”经济运行维度，打造三级可联动、纵向可穿透、横向可耦合的分析体系，实现宏观战略布局全景感知、中观区域发展动态解析、微观主体运行追踪，赋能政府部门实现经济运行全周期、全视角监测，精准识别宏观政策传导阻滞、中观要素配置失衡、微观主体异动风险等关键问题，为创新经济治理模式提供决策支撑；在宏观层面集成“运行感知、目标追踪、预警预测、决策赋能”四大场景，构成闭环式宏观经济运行监测体系，为省市级政府部门经济调控提供精准数据支撑；在中观层面聚焦区域性经济运行监测，打造重大项目全生命周期管理、区域产业要素承载力分析、园区产业生态圈监测、区县经济发展监测等功能，实现不同地理空间、经济规模的多维立体解析；在微观层面上以规上企业为核心载体，构建规上企业运行健康监测分析、产业链结构分析两大核心能力，精准捕捉市场微观主体经济活动，实现“经济细胞”微观运转的动态监测研判。Xinghai·Economic Operation Monitoring Big Data focuses on the macro-, meso-, and micro-economic operation dimensions, building an analysis system with three interlinked levels, longitudinally penetrable and laterally couplable. It realizes panoramic perception of macro-level strategic layout, dynamic analysis of meso-level regional development, and operation tracking of micro-level entities, empowering government departments to conduct full-cycle and full-perspective monitoring of economic operations, accurately identify key issues such as macro policy transmission blockages, meso-level factor allocation imbalances, and abnormal risks of micro-level entities, and provide decision-making support for innovative economic governance models. At the macro level, it integrates four scenarios of "operation perception, target tracking, early warning and prediction, and decision empowerment", forming a closed-loop macroeconomic operation monitoring system to provide accurate data support for economic regulation of provincial and municipal government departments. At the meso level, it focuses on regional economic operation monitoring, developing functions including full-life-cycle management of major projects, analysis of regional industrial factor carrying capacity, monitoring of industrial ecosystems in parks, and economic development monitoring of districts and counties, to achieve multi-dimensional and stereoscopic analysis across different geographical spaces and economic scales. At the micro level, taking above-designated-size enterprises as the core carrier, it constructs two core capabilities: operation health monitoring and analysis, and industrial chain structure analysis for above-designated-size enterprises, accurately captures economic activities of market micro-level entities, and realizes dynamic monitoring and assessment of the micro-operation of "economic cells".
