Assessment of the Sino-U.S. Competition in Key Core Technologies under U.S. Export Controls

Integrate multiple sources of data such as strategic technology lists, export control lists, and patents, use a large model to automate the association of "strategic technology controlled items patents", and design an indicator system based on the T-GCP model (AHP-CRITIC weighting method to determine indicator weights) to assess the competitive situation between China and the United States in key core technologies. Taking the quantum technology field of China and the United States as an example, empirical research has been conducted to achieve precise correlation between 13 ECCN items and patent data in the three directions of quantum computing, communication, and sensing in this field. Based on the technology competition risk matrix, situation assessment and risk zoning have been completed.
