Xu Pang, Qingqian He: 'Structural Power in Global Value Chains and the Evolution of the International Order', *Social Sciences in China*, 2021. The deep value-added structure of global value chains (GVCs) generates structural power, whose distribution and changing trends reflect important characteristics and evolutionary dynamics of the international order from an economic perspective. Based on the cross-country input-output table data from the United Nations Conference on Trade and Development (UNCTAD), this study measures and analyzes structural power. The results reveal that GVCs exhibit the 'multipolar' characteristics and 'multipolarization' trend of the international order, manifested in the relatively decentralized distribution of structural power among major countries. The rapid rise of China and the solid leading position of Germany highlight the ongoing decline of US hegemony. The overall pattern and changes of the international order can be summarized as the highly hierarchical differentiation of the 'core-periphery' structure and the trend of 'the East rising and the West declining'. The trend that peripheral countries in the system are further marginalized deserves special attention. Facing current global challenges such as the resurgence of geopolitics and the rise of populism, using structural power as a positive force to shape structures and expand the boundary of possibilities, while preventing it from being used as a new weapon for interstate confrontation, is of great significance for stabilizing the international system and building a new type of international relations.
