The rate of 17.24% corresponds to acquisitions of low-emission light-duty vehicles (PV and LCV less than 3.5T) (less than 60g CO2 emitted per km, for hybrid vehicles) and very low-emission light-duty vehicles (0g CO2 emissions, for 100% electric or hydrogen vehicles), out of the total light-duty vehicles acquired in the 2021 budget year. This rate is therefore lower than the regulatory rate, due in particular to the lack of offers on the light commercial vehicles side, whose models to date are not in line with the operational needs of the services, in particular at the Pôle des Routes et Mobilités or the Pôle des Moyens Opérationnels.
