全球新冠疫情输入风险指标数据集

为了开展冬奥会新冠疫情输入性风险评估研究，通过对世界卫生组织（World Health Organization，WHO）《突发公共卫生事件快速风险评估手册》（简称《WHO评估手册》）和欧洲联盟疾病预防与控制中心（European Centre of Disease Prevention and Control，ECDC）技术文档《快速风险评估方法操作指南（欧盟CDC）》（以下简称《ECDC操作指南》）及相关学术文献评估指标的综合分析，结合国境口岸新冠肺炎防控工作的重点和风险评估要点，从新冠肺炎在疫情发生国的流行情况和口岸输入风险2个维度，确立了境外输入性风险评估框架，构建了境外输入性疫情的快速风险评估技术方案，建立了新冠疫情输入性风险快速评估技术，并且基于该项技术开展了系列冬奥会新冠疫情输入性风险评估研究，根据冬奥会新冠疫情防控需求，依据该技术方案先后开展了6次境外新冠疫情输入性风险快速评估研究，提出了系列冬奥会相关的境外新冠疫情输入性风险分析报告及防控对策与建议报告，并将研究成果及时应用于冬奥会和北京口岸的境外输入性新冠疫情防控。To carry out research on the risk assessment of imported COVID-19 cases during the Winter Olympic Games, a comprehensive analysis was performed on the evaluation indicators derived from the World Health Organization (WHO)'s *Rapid Risk Assessment Manual for Public Health Emergencies* (abbreviated as the WHO Assessment Manual), the European Centre for Disease Prevention and Control (ECDC)'s technical document *Operational Guidelines for Rapid Risk Assessment Methods (ECDC)* (hereinafter referred to as the ECDC Operational Guidelines), and relevant academic literature. Combining the key priorities of COVID-19 prevention and control at border ports and the core elements of risk assessment, an imported COVID-19 risk assessment framework was established from two dimensions: the prevalence of COVID-19 in the outbreak-affected country and the risk of imported cases at border ports. A technical protocol for rapid risk assessment of imported COVID-19 cases was developed, and a rapid assessment technology for COVID-19 importation risks was constructed. Furthermore, a series of studies on the risk assessment of imported COVID-19 cases during the Winter Olympic Games were conducted using this technology. In accordance with the COVID-19 prevention and control requirements of the Winter Olympic Games, a total of 6 rapid risk assessment studies on imported COVID-19 cases were sequentially carried out based on this technical protocol. A series of analytical reports on imported COVID-19 risks related to the Winter Olympic Games, as well as reports on prevention and control countermeasures and recommendations, were developed. The research findings were promptly applied to the prevention and control of imported COVID-19 cases during the Winter Olympic Games and at Beijing's border ports.
