EPA Victoria - RD&D - approvals

Works approval is required pursuant to section 19A of the Environment\r\nProtection Act 1970  for works at scheduled premises which will, or will be\r\nlikely to, alter or increase the discharge of wastes or emission of noise to\r\nthe environment. This also applies to the treatment and storage of prescribed\r\nwastes. \r\n \r\nThe works approval process was established to deal with commercial scale\r\nproposals where industrial process and discharge parameters are well known and\r\nwhere there is an ongoing discharge to the environment. Given the nature of\r\nresearch, development and demonstration projects, a different procedure is\r\nneeded to cater for such projects that are typically limited in scale,\r\nduration and environmental impact. \r\n \r\nThis procedure is known as research, development and demonstration (RD&D)\r\napproval and is applicable to genuine RD&D projects. \r\n \r\nLarge projects that pose the same level of risk of environmental impact as\r\nestablished commercial scale industrial processes will have to undergo the\r\nusual works approval.\r\n\r\n

根据《1970年环境保护法》第19A条规定，对于附表所列场地内的工程，若其将或可能改变或增加废弃物向环境的排放量或噪声排放量，须取得工程许可。该要求同样适用于法定指定废弃物的处理与储存。

工程许可流程旨在应对商业规模的项目提案，此类提案的工业流程与排放参数均已明确，且存在持续的环境排放行为。鉴于研发与示范项目的特性，需采用差异化流程，以适配这类通常在规模、时长与环境影响上均受限的项目。

该流程即为研发与示范（Research, Development and Demonstration，简称RD&D）许可，仅适用于真实的研发与示范项目。

对于环境影响风险与成熟商业规模工业流程相当的大型项目，则须遵循常规工程许可流程。
